Scheduled Network Upgrade February 3, 2017

The Georgia Public Safety Training Center has scheduled a network upgrade for this Friday (2/3/2017) from 3pm – 6pm. During this upgrade, our online services may experience brief outages. GPSTC Offers Basic Clandestine Laboratory Investigator Course

The Georgia Public Safety Training Center is offering Basic Clandestine Laboratory Investigator Course on March 13, 2017.

 

This 50-hour course is designed to prepare officers responsible for the investigation, assessment and processing of illicit clandestine drug laboratories in accordance with OSHA & EPA regulations. Topics covered in this course will be an overview of labs, toxicology, chemical and physical hazards, air monitoring, protective clothing, respiratory protection, site control, chemical handling, and legal issues. After-hour practical exercises will be assigned.

Prerequisites: Before attending this course, the student must be certified by a physician to be medically qualified to participate in the program. Selected applicants will receive a detailed outline of the medical requirements. Since respiratory protective apparatus will need to be worn, students will not be allowed to have beards or goatees. Trimmed mustaches are acceptable, if they don’t prevent a good mask/face seal while wearing respiratory protection. Due to the nature of this course, only sworn law enforcement officers who are currently employed by a city, county, state or federal agency, who are currently assigned to investigate illicit drug manufacturing laboratories, (i.e. either a drug unit or taskforce) may take this course. Tactical gear for this course will not be issued by the Georgia Police Academy.

POST Rule Revision: Rule 464-5 (Annual Training Requirement)

Effective January 1, 2017, the 20-hr. annual continuing education requirement for Peace Officers now includes a minimum of four (4) hours from designated topic areas, in addition to the existing firearms requalification requirements. Officers are now required to annually complete the Use of Force and De-escalation Options for Gaining Compliance course and then select one (1) additional elective course from the list indicated below. These courses are not an addition for peace officers. They will make up part of the yearly 20 hour requirement. It will be the officer’s responsibility to ensure the 20 hr. training criteria is met by the end of the year according to POST standards.

The Georgia Public Safety Training Center has created online courses within the Police Legitimacy, Procedural Justice, and Community Relations curricula that meet the new requirements.

Required:

Use of Force and De-escalation Options for Gaining Compliance

Electives:

Fostering Positive Community Relations
Cultural Awareness
Police Legitimacy and Procedural Justice for Community Relations

Four additional elective classes are in early development with an expected deployment date of January 1, 2018. The goal of the program is to provide officers the option to take a new elective course every year.

Additionally, Officers are required to annually qualify with all agency issued/carried firearms (e.g. handgun, shotgun, patrol rifle, etc.). The course of fire must meet or exceed the course of fire completed in the basic course for the type of firearm.

GPSTC has developed Programs of Instruction (POI) for each of the courses within the Police Legitimacy, Procedural Justice, and Community Relations curricula. Instructors who wish to develop the course for classroom delivery may obtain the POI under the “Notices” section of the POST home page (www.gapost.org).

Chief Executives:
The new rule will require Chief Executives to complete a total of 25 hours of training each year.

Required:

•Twenty (20) hours of GACP Executive Credit
•Firearms requalification.
•Use of Force and De-escalation Options for Gaining Compliance.
•One (1) elective from the GPSTC Police Legitimacy, Procedural Justice, and Community Relations curricula.

GPA Assists Gilmer Middle School STEAM Class

The Traffic Section of the Georgia Public Safety Training Center/Georgia Police Academy proudly assisted Robert McCart’s Gilmer Middle School STEAM class with learning more about child seatbelt safety with a live test crash.

During the experiment, two cars were retrofitted with the three seatbelt prototypes and were transported to the Georgia Public Safety Training Center in Forsyth, GA. McCart’s STEAM class travelled to GPSTC and placed mannequins in the vehicles using the seatbelt prototypes. Members from the Georgia State Patrol SCRT, Union CityPolice, GPSTC staff, and multiple others conducted a live test crash with the two vehicles, enabling the students to test their prototype seatbelts.

The crash test is part of the Samsung Solve for Tomorrow Contest. The nationwide competition increases interest in science, technology, engineering, agriculture and math (STEAM). The Gilmer Middle School STEAM class has moved to the national round of the competition.

The class was motivated to research child seatbelt safety after one of their classmates was involved in a near fatal collision. McCart encouraged his students to design, engineer and test new seatbelt prototypesfor their submission to the national competition.

The live test crashes were resourceful teaching tools for the STEAM class. Data collected from the test crash will be used for the STEAM students and in the Accident Reconstruction Training Program at GPSTC.

GPSTC Offers Police Countersniper Level 1

The Georgia Public Safety Training Center will be offering another Police Countersniper Level 1 course May 8 through May 12 at the main campus in Forsyth, GA.

On the first day, students will be required to produce a letter from their agency confirming their assignment as a countersniper.

This course is designed for officers assigned to countersniper, special response, or S.W.A.T. teams. It includes instruction on ballistics, lead, effects of weather, shooting at varying distances, use of cover, rifle and scope care and maintenance, and maintaining a data book.

During this course, students will participate in shooting exercises which feature moving target engagement, multiple targets, and decision reaction problems. Ammunition in calibers .223 and .308 will be furnished. If they use other calibers, students should bring 300 rounds of duty ammunition. Police Countersniper Level 1 focuses on marksmanship skills with the countersniper rifle.

 

Special Notes: Students need to bring a turret scoped countersniper rifle, shooting sling, cleaning gear, and other equipment used in these assignments.

GPSTC Hosts NCMEC Missing Children Dynamics and Response Training

On Wednesday, February 22, 2017, the Georgia Public Safety Training Center hosted the National Center for Missing and Exploited Children (NCMEC) for an insightful day of training.

Missing Children Dynamics and Response gave attendees a first-hand account of what a family experiences and goes through as Colleen Nick recounted the story of her daughter, Morgan Nick’s abduction on June 9, 1995 and how that day has forever affected her family, the Alma Police Department, and the community in Alma, Arkansas.

Craig E. Hill, a 35-year law enforcement veteran who has spent over 30 years presenting training on crimes against children walked us through everything from the overview of the problem, SOP development and examples for agencies, as well as resources available to any law enforcement agency to assist them in a missing child or child abduction incident.

The GPSTC is grateful for the partnership between the National Center for Missing and Exploited Children and looks forward to hosting future training events.

GPSTC Receives New E-One Aerial

The Georgia Public Safety Training Center is receiving a new E-One aerial. The ladder is 75’ in height and will flow 1000 gallons per minute through the nozzle at the end of the ladder. Powered by a 450-horsepower Cummings engine and an Allison transmission, it has a Hale 1500 gallon per minute pump, 500 gallon water tank, and a 5-kilowatt hydraulic generator. The Georgia Fire Academy will use this new apparatus for aerial classes, pump classes, and technical rescue classes. Delivery is expected shortly after the final inspections on March 21 and 22.

GPSTC Offers Clandestine Laboratory Site Safety Officer

The Georgia Public Safety Training Center will offer Clandestine Laboratory Site Safety Officer, April 4-April 6, 2017.

This course is directed to the certified clandestine laboratory investigator. It will begin where the Basic Clandestine course leaves off and add more in-depth training on the necessary mechanisms for safely conducting a clandestine laboratory investigation.

 

A Clandestine Laboratory Site Safety Officer is a necessary part of the incident command structure for the proper investigation and disposal of methamphetamine and other drug manufacturing clandestine laboratories. This training will supplement the training received in the basic clandestine investigator course and will enable the site safety officer to implement effective strategies and measures to ensure the safety of all responders and others at the scene.

 

Prerequisite: Students should have already completed a Basic Clandestine Investigator’s course and must have maintained that certification through the mandatory annual re-certification specified by OSHA 1910.120 & 1910.134.

Georgia Court of Appeals Judges visit GPSTC

Return of the First Responder Course

Due to popular demand, the Georgia Pubic Safety Training Center is bringing back the forty-hour First Responder course.

This course will provide necessary training on patient contact in the emergency medical services system. Since they are often the first ones on the scene of emergency medical calls, police officers have a responsibility to assist in these situations. To prepare the First Responder for better patient care, students in this course will learn about patient assessment, patient care, legal aspects, terminology, diagnostic signs, life threatening emergencies and many other topics.

 

Special Notes: This course is required for intermediate certification.

GPSTC Offers Tactical Diffusion Strategies Training

Tactical Diffusion Strategies Training will be offered May 1-3 at GPSTC’s main Forsyth campus.

 

This course will provide the student with the latest theories in verbal communication and situational de-escalation techniques. A review of the legal considerations for use of force situations and basic concepts of verbal defense and influence will be some of the topics of instruction. Students will have extensive scenario-based training and ample opportunity to employ the techniques taught.

 

Special Notes: Students need to bring duty gear (minus firearm, ammo, OC Spray, Baton, TASER), comfortable shoes, sunscreen, and a water bottle.

Chief David Wall of the Georgia Fire Academy attended the Congressional Fire Service Institute’s 29th Annual Dinner. Chief Wall also participated in the National Institute of Standards and Technology (NIST) and Underwriters Laboratory (UL) Fire Dynamics Boot Camp, sponsored by the National Fallen Firefighters Association.

GPSTC Offers Criminal Apprehension for Patrol

The Georgia Public Safety Training Center offers Criminal Apprehension for Patrol at the main campus in Forsyth, GA. The course is intended for officers assigned to traffic, patrol and interdiction duties with all levels of experience.

Attending this course will:

-improve legal and ethical decisions made by law enforcement officers during police-citizen encounters in accordance with federal and state law and appellate court decisions.

-improve criminal conviction rates due to lawful search & seizure.

-reduce risk to officers and citizens during roadside encounters, arrest situations and use of force incidents.

Key topics will include law enforcement ethics, the 2-3-4 Rule, a review of significant motor vehicle case law, searching motor vehicles, contraband interdiction, response to active shooters, conducting traffic stops, use of force, and a legislative and case law review.

GPSTC Offers TASER Course

The Georgia Public Safety Training Center is offering TASER on May 25. If you missed the last class offering, now is your chance!

 

Anyone employed with a local, state, or federal law enforcement agency and is designated to carry and use a TASER on duty can attend the class. This course is designed to certify the user in the use of the TASER Conducted Electrical Weapon (CEW), specifically the X26/P. A brief overview of CEW technology, medical safety, and use in tactical considerations will be included. Students will experience the effects of the TASER, and deploy the TASER in various practical applications. TASER exposure is mandatory.

Students must bring duty gear (minus firearm, ammo, OC spray, and baton). A TASER will be assigned for in-class use. Therefore, an agency supplied TASER is optional. Students should wear comfortable clothes for the duration of the course.

GPSTC Offers Use of Force Instructor Training

The Georgia Public Safety Training Center will be offering Use of Force Instructor Training on June 19.

The Use of Force Instructor Training will give students the knowledge and skills necessary to design, develop, and implement use of force training using static, dynamic, and interactive training. Law enforcement professionals will learn the principles of use of force, ideas on use of force training, and the overview needed to evaluate agency use of force incidents. This course is available and encouraged for any instructor-certified law enforcement personnel responsible for conducting use of force training for their agency.

Special Notes: Appropriate clothing for scenario based training, rain gear, ball cap, eye protection and groin protection should be worn. Students must have department-issued duty gear (excluding firearm, ammo, OC Spray, Baton, TASER), handcuffs with key, and body armor. Also, students must be able to participate in intensive training that may be outdoors and in inclement weather.

GPSTC Offers Firearms Instructor Training

While attending Firearms Instructor training, students participate in a variety of combat shooting drills, including drawing techniques, safe loading and unloading procedures, proper use of cover, immediate actions, engagement of multiple targets, and a variety of other shooting problems. This course is designed to develop qualified instructors who can manage and conduct firearms training programs. Students who attend this course will be trained in contemporary firearms techniques, equipment, and accessories.

Prerequisites: Students must be Certified or Sworn Law Enforcement, and bring proof of their P.O.S.T. General Instructor Certification on the first day of class in order to be admitted. Please Note: The graduation certificate from the Instructor Training Course is not sufficient to demonstrate Instructor Certification status with P.O.S.T. Additionally, students will be required to score 90% or higher on the Georgia Semi-Automatic Pistol Course, on the first day of the class.
