Technical Rescue: Trench Rescue Technician 2016

The Georgia Fire Academy conducted a Trench Rescue Technician course February 29-March 4, 2016. This course was beneficial to those departments that currently operate a trench rescue team or have the possibility of being deployed on a GSAR team.

The course served as a general overview of the skills needed to perform as a trench rescue technician according to NFPA Standards. Skills demonstrated and practiced during the course will benefit any rescuer and/or rescue team that may respond to trench rescue incidents.

Joe Lariscy: 28 Years of Service with the GFA

Joe Lariscy is retiring after 28 years of service with the Georgia Fire Academy. Joe came to work at the Georgia Public Safety Training Center as a full time employee in 1988, just as the Center was starting operations and staffing was increasing. His was one of six positions added to the Fire Academy, then a state agency that had moved from Marietta to Forsyth. Joe had been an active adjunct instructor, working full time at Waynesboro FD in Burke County.

When Joe was hired, he was teaching a class as an adjunct instructor one day and a staff instructor the very next day. And he has served the state’s firefighters continuously ever since. Over the years, Joe has had a wide impact on training both here at the GPSTC and across the state. Thousands of firefighters have attended courses he has taught and coordinated.  He will surely be missed.

URGENT! Classes Cancelled April 4, 2016

The City of Forsyth has a water main break and is under severe water restrictions. Due to this emergency situation, all training that is to begin Monday, April 4, 2016 at the Forsyth GPSTC campus has been cancelled. Please continue to check back for updates for classes starting later in the week.

UPDATE: For the classes that were cancelled due to the water main break, students and agency administrators should have received an email with additional details. If you have questions, please call (478) 993-4491.

GFA Chief, Deputy Chiefs Receive Certification from Georgia Association of Fire Chiefs

On Tuesday, April 12, 2016, Georgia Fire Academy Chief David Wall and Deputy Chiefs Mike Byrd and Jeff Dean joined 12 fellow chiefs in the first group certified by the Georgia Association of Fire Chiefs (GAFC) during the association’s 2016 Spring Executive Training Session in Savannah.

In its first year, the program is divided into three types of certifications: Georgia Volunteer Fire Chief Certification, Georgia Chief Fire Officer Certification and Georgia Fire Chief Certification.

“We developed this program to ensure that the fire departments in the state of Georgia have qualified, credentialed, and professional leaders and managers overseeing their departments and personnel,” said 1st Vice President of GAFC Dwayne Jamison.

Certification applicants self-apply and must meet four pre-requisites including holding a Georgia Firefighter Standards and Training Council (GFSTC) State Certification in at least one of the current Fire Service Certifications and serving as a minimum of a Battalion Chief or Division Supervisor.

Applicants were also assessed on a point system reflective of their years of service, higher education achievement, level of fire office certifications, recognition for additional credentials, and the completion of the Chief Fire Officer Level 8 hour classes.

Dating back to 1952 and based in GMA’s Atlanta office, GAFC works to advance fire services in Georgia and represents more than 700 chief fire officers statewide.

GPSTC to Co-Host Range Day/Product Expo in June

GPSTC-Savannah Staff and Cadets Participate in 2016 CrimeStoppers’ Run

The GPSTC-Savannah Academy Class 291 participated in the 2016 CrimeStoppers’ Azalea Run.  The Azalea Run is a 5k run that helps to raise funds for the CrimeStoppers of Savannah-Chatham County Reward Fund.  CrimeStoppers relies on cooperation between the police, the media, and the general community to provide a flow of information about crime and criminals.  The cadets volunteered to help along the route and with many other tasks for the race.  GPSTC academy staff, along with four cadets from Class 291, participated by running in the race.  Runners representing GPSTC racked up medals for the event.  These runners are:

Lt. Rick Mitts (GPSTC Savannah) 1st for ages 30-34, time was 20:26
Cadet Dorian Smith (Savannah Metro PD) 1st for ages 20-24, time was 29:41
Cadet Michael Kanago (Glynn Co PD) 2nd for ages 25-29, time 21:45
Cadet John Tokos (Savannah Metro PD) 2nd for ages 30-34, time was 25:38
Cadet Wytzer Sylla (Savannah Metro PD) 1st for ages 50-54, time was 29:41

GPSTC Represented at WREX 2016 in Orlando

Instructors Bruce Stanford and Chuck Odom of the Georgia Police Academy and Truman Boyle of the Georgia State Patrol, traveled to Orlando, Florida the week of May 2, 2016 to conduct motorcycle crash testing for the World Reconstruction Exposition. WREX 2016 was a crash exposition for accident reconstructionist in both law enforcement and engineering fields. There were over 750 attendees from no less than ten countries.

The crash test featured in Boyle’s video below simulated a vehicle experiencing rotation after an eccentric collision with a motorcycle. After the test crash, the instructors then presented a method of calculating change in velocity, then impact speed by calculating mass moment of inertia.

Melton Represents GPSTC at the Juvenile Public Defender Association Conference

Tim Emory SpeechTim Melton, Senior Manager with the Basic Training Division, delivered a presentation on Georgia’s Street Gang and Domestic Terrorism Act to the Juvenile Public Defender Association Conference at the Emory Law School on May 18, 2016. Melton also discussed the influence gangs have on Georgia’s youth.

In attendance were 50 attorneys who work with juveniles in the criminal justice system. The presentation was well received and Melton was held over for an hour for a round of questions and answers.

Hornady to Present the Evolution of Ammunition at the GPSTC Firearms Complex

The Hornady Law Enforcement/Military Division will host “The Evolution of Ammunition – An In-Depth Look at Advancements in Ammunition” at the Georgia Public Safety Training Center Firearms Complex on Monday, June 13, 2016, starting at 9:00 a.m. This presentation will provide a look at the advancements in rifle, shotgun and handgun ammunition and will explain performance characteristics as it relates to Law Enforcement applications. The presentation will also include a range demonstration utilizing ballistic gelatin. Registration is required and will earn 4 hours POST credit. Be sure to bring eye and ear protection!

Rescue Systems I: Fundamentals of Heavy Rescue, July and August Offerings

Rescue Systems I: Fundamentals of Heavy Rescue is back on the GPSTC training calendar! This scenario-based, hands-on training provides essential skills for responding to a collapse, rescuing persons trapped, and moving heavy objects. Students learn inventive new ways to deploy ladders and other common equipment found on rigs.

This course is designed to meet the need for technical rescue response of local responders that do not operate a technical rescue team or as a member of a regional GSAR team. The training presented within this course will help local responders operate during a catastrophic event with basic and minimal technical rescue equipment. This course will also prepare local responders to integrate into State and National technical rescue teams that might respond into their area.

SPECIAL NOTES:
Students in this class need to be prepared for long days outside in various weather conditions.  Pre-hydrating in the summer is critical.   Students will need to bring a technical rescue helmet (a fire helmet will work), rope rescue gloves (structural firefighting gloves must be clean), appropriate clothing to work outside, rehab materials, and note taking materials. For the last full day of class, there is a night drill on Friday that goes until 12 AM.   Students will get a dorm room and stay overnight to complete the week safely.

GPSTC – Bibb Cadet Session 51 Volunteers at Animal Sanctuary

Under the leadership of Lieutenant Peter Spahn, GPSTC – Bibb Cadet Session 51 volunteered at the Noah’s Ark Animal Sanctuary in Henry County on Saturday, May 28, 2016. This class spent the entire day constructing habits for the animals who are there convalescing. The cadets devised, planned and carried out this project on their own time and without any financial support from the academy. Many of the students brought their spouses and children with them.  These cadets exemplify the Academy motto: “One Team-One Aim.”

GPSTC – Savannah Class 292 Cadets Participated in 11th Annual Savannah Mile Run

On May 28th, the Cadets from Class 292 participated in the 200 Club of the Coastal Empire’s 11th Annual Savannah Mile.

The race is a one-mile run through downtown Savannah. The event also includes a memory walk dedicated to those that have died in the line of duty and their families. The final event of the day is the Heroes Heat, in which members of area law enforcement, fire service, and the military dress out in their uniforms and gear and run the Savannah Mile.

The GPSTC cadets were on site to provide assistance during the event and to participate in the race. Cadets Witzer Sylla and Darren Bradshaw, both of Savannah Chatham Metro PD, placed in their respective age groups.

The event benefited the charitable efforts of the 200 Club of the Coastal Empire. This organization’s mission is to provide immediate financial assistance to the surviving spouses and children of local law enforcement officers and firefighters who have lost their lives in the line-of-duty while protecting their communities.

June 10-11 Crash Testing Validates Formulas

On June 10 and 11, Bruce Stanford and Chuck Odom of the Georgia Police Academy and Truman Boyle, one of our adjunct instructors, performed crash testing as a part of their annual Crash Formula Validation and Testing course. These crashes validate formulas taught in the course and facilitate a better understanding for those officers studying to become crash reconstructionist.

GPSTC-Bibb Academy Returning To Forsyth

On July 1, 2016, the GPSTC-Bibb Academy will be moving back to the Forsyth campus. The name of the academy will change to GPSTC-Forsyth and all classes and meetings will be located at the main GPSTC campus.

Tim Melton, Senior Manager of the Basic Training Division, would like to thank Middle Georgia State University and all agencies that supported the academy since they took up residency at the school in July of 2014. The move is budget-based and is not reflective of any issues with the school.

Lowrimore Increases Max Attendance for July Criminal Procedure Class

John Lowrimore, of the Georgia Police Academy, has increased the number of students who may attend the July 25-29, 2016 offering of his Criminal Procedure class. Lowrimore made the decision to schedule a larger class size to accommodate students who have not been able to get into past offerings of this high demand class.

Lowrimore noted, “Criminal Procedure is such a foundational class that it is required for several P.O.S.T. Career Development and Voluntary/Specialty certifications, including the Intermediate Peace Officer Certification, the Criminal Investigator Certification and the Narcotics Investigator Certification.”

The course, through classroom presentation and discussion, provides Georgia officers with an overview of the Constitution and Bill of Rights as it applies to law enforcement, with emphasis on the 4th, 5th, 6th, 8th and 14th Amendments. Additional topics include police-citizen contacts, warrantless searches and seizures, lineups and pre-trial identifications, and interviews, confessions and the Miranda warnings. The course concludes with a legal update and guidance for new and frequently utilized statutes in Georgia Title 16 – Crimes and Offenses and Title 17 – Criminal Procedure.
