The Georgia Fire Academy invites you to attend the 14th Annual Georgia State Firefighters Weekend on September 9-11, 2016. All classes below will be offered on-campus, at the Georgia Public Safety Training Center. Registration must be completed online through www.gpstc.org.

Note: Classes not meeting the minimum enrollment 30 days prior to the start date may be canceled.

All students MUST be preregistered for classes and meet any applicable prerequisites.

Georgia Fire Academy Designs New 75-Foot Ladder Truck

The Georgia Fire Academy is working with FireLine, Inc. and E-One in Ocala, FL to design a new 75-foot ladder truck. This new truck is replacing a 1987 E-One ladder truck that was purchased when the GPSTC first opened.

This unit truck will be utilized in several current courses, including Basic Firefighter, Rescue Systems, and Interior Search and Rescue.  An Elevated Master Streams component will be added to the current Practical Fire Ground Hydraulics course.

Two new courses that are in development, Aerial Operations and Technical Rescue, will also utilize the truck.

Another benefit of the truck is that it will be made available for mutual aid responses anywhere in the state.

The new unit was primarily funded through a grant from the Assistance to Firefighters grant program.

Estimated delivery of the new truck is March 2017.

Georgia Police Academy Incorporates the Use of Advanced Technological Methods in its Curriculum

Law enforcement agencies across the State may submit their Accident Reports to the State electronically through the Georgia Electronic Accident Reporting System- GEARS (https://gearsportal.com).  As a benefit to contributing agencies, software is available which includes diagramming software- Easy Street Draw (www.trancite.com).  There are other financial incentives for electronic submission. And, it assists the public as accident reports are available on-line at https://www.buycrash.com.

The GPSTC Georgia Police Academy has initiated training on the Easy Street Draw program as part of its On-Scene Traffic Accident Investigation Course. This gives participants a means to understand and use the diagramming software to complete scaled diagrams of traffic collisions involving serious injuries and fatalities. The Training Center understands that with the availability of technology, adopting the use of advanced methods in its curriculum is important in providing the best training possible for participants.

The Georgia Association of Fire Chiefs will be hosting free training in the Georgia Public Safety Training Center’s Auditorium on August 23, 2016. Topics will include EEOC Discrimination and Social Media issues. These topics will be geared towards state, county, and municipal governments. Please note that this is not a GPSTC credit course.

GPA Conducts Pedestrian Crash Investigation

This week the Georgia Police Academy conducted the Pedestrian Crash Investigation course. During training for Pedestrian Crash Investigation, actual test crashes are performed in order to best demonstrate evidence recognition and collection.  These test crashes were done at speeds between 45 and 60 mile per hour. The data gained through the test crashes is used to validate the formulas taught.  Empirical testing of scientific methods is essential for advanced levels of study.

GPA Creates New Tactical Diffusion Strategies Course

The Georgia Police Academy has developed a new course called Tactical Diffusion Strategies. This course is designed for law enforcement officers who have direct contact with the public. In this course, students will be provided with the latest theories in verbal communication as well as situational de-escalation techniques. Some topics that will be focused on include a review of the legal considerations for use of force situations and basic concepts of verbal defense and influence. Tactical Diffusion Strategies will offer students extensive scenario-based training so the students will know how to properly employ the techniques being taught.

Only students  who are employed by a local, state, or federal agency are eligible for this training.

Please note that students must wear comfortable clothes and bring duty gear (minus firearm, ammo, OC Spray, Baton, and TASER), sunscreen, and a water bottle.

The GPSTC to Host Use of Force Symposium

The Georgia Public Safety Training Center is hosting a Use of Force Symposium as the first in a series on Contemporary Issues in Policing. Law enforcement officers are being asked to confront the traditional dangers of the job while being held to the highest level of public scrutiny in the history of policing. This symposium will provide law enforcement professionals information they need to navigate the aftermath of a use of force situation.

 

GPSTC Initiatives
Director Chris Wigginton and his staff will welcome attendees to the Training Center and provide an overview of new initiatives underway to help advance the conversation on some of the most important issues facing public safety today.

 

Use of Force Investigations in Georgia: Before and After HB 941
This course focuses on the process and the law surrounding the review of use of force cases, taught from the perspective of two prosecutors. Topics include:

  • Laws that pertain to police officers charged with crimes during the course of their duties
  • The grand jury process and post-HB 941 rules surrounding both the civil and criminal reviews of these cases
  • Applicable statutes and case law
  • Discussion of specific Georgia cases

After the Smoke Clears: The Aftermath of a Critical Incident
This course prepares attendees to think critically about use of force incidents and to understand the issues affecting law enforcement officers, command staff, and agencies during and after a use of force incident.

Topics include:

  • The three types of investigations that follow an Officer-Involved Shooting (OIS)
  • Obstacles to obtaining accurate statements from LEOs following an OIS
  • The long-term effects on LEOs following an OIS
  • Methods to prepare all levels of supervision and management to better handle an OIS to protect the LEOs involved

GPSTC Offers Post Blast Response Course

The Georgia Public Safety Training Center is hosting a Post Blast Response course on September 26 and September 27. As an intricate part of the course, the students will get the chance to witness an explosion on the range. After the explosion, a multi-disciplined group of personnel from multiple agencies and different backgrounds will work together to determine what caused the explosion. This will include searching for the pieces of the device that may have caused the explosion and piecing them together. In compliance with FBI regulations, some topics to be covered during the comprehensive investigation are: an introduction to explosives; basic DC electronics; improvised explosive devices (IEDs); a bomb range demonstration of commonly encountered explosives; an overview of bombing investigations; an introduction to fragmentation analysis; awareness of secondary devices; and an IED crime scene practical exercise. Explosives technicians from the Georgia Bureau of Investigations will enhance the course by providing personal experience about post blast investigations.

Prerequisites and disqualifications: Since law enforcement officers and fire rescue personnel who are responsible for post blast scenes and investigations can benefit greatly from attending this course, this course is directed specifically at public safety personnel. Students who register must also be employed by a local, state, or federal agency.

The course will be held at the Bomb Range, located on the Georgia Public Safety Training Center campus. Please note that students should wear professional clothing that is also appropriate for outside training.

Georgia Police Academy Hosts Two Anti-Terrorism Courses

The Georgia Police Academy is hosting Foundations of Terrorism on September 19, 2016 and Forensic Statement Analysis on September 29, 2016 on Georgia Public Safety Training Center’s main campus in Forsyth, GA.

 

Foundations of Terrorism 

Foundations of Terrorism will examine the foundations of terrorism, and the operational framework of methods and techniques terrorist adhere to. Statistically shown, terrorist perpetrators rarely engage in random, capricious acts without discernable degrees of premeditation.

When laying the groundwork for a violent act, terrorist decision-makers historically follow a preliminary sequence of activities called the Terrorist Decision Cycle. While attending this course, students will examine the groundwork for a violent act and discuss how it links to the Terrorist Decision Cycle. Key facets of terrorism, such as target selection and means of attack, will be examined in detail as well.

Prerequisite: Certified Peace Officer.

 

Forensic Statement Analysis

Forensic Statement Analysis will provide students with the knowledge and skills for successful analysis of written statements relevant to all crimes, including terrorism related activities. Through analysis of actual statements from prior investigations, practical exercises and media interviews, students will learn analysis techniques necessary to identify missing information, identify sensitive information, and determine if the subject is being truthful or deceptive.

Prerequisites: Due to the nature of the course, the following prerequisites must be met: (1) Students must be employed by a local, state or federal public safety agency. (2) Students must be a P.O.S.T. certified Basic Law Enforcement Officer or Fire Standards and Training certified State Fire Investigator. (3) Non-law enforcement certified applicants with pending felony charges or convictions are prohibited from attendance. The course coordinator may require the production of a criminal history record prior to attendance for non-LEO certified applicants.

GPA Develops Officer Survival Level II

The Georgia Police Academy has developed Officer Survival Level II, another level to the Officer Survival courses. Certified peace officers who have successfully completed the Officer Survival Course will have the opportunity to attend Officer Survival Level II for the first time on January 30, 2017 at the Georgia Public Safety Training Center’s main campus range in Forsyth, GA.

The new Officer Survival course will challenge new officers and veterans on their marksmanship. Officer Survival Level II is designed to provide training necessary to increase the law enforcement officer’s ability to apply the basic handgun marksmanship fundamentals during armed encounters from various situations and shooting positions.

Topics will include marksmanship fundamentals, shooting while moving, both weapon hand and support only operations, shooting from various positions of disadvantage, shooting from and around patrol vehicles, engaging shoot/no shoot targets while clearing the Live Fire Shoot House, shooting from seated positions, and shooting from various ground positions.

Students will need to bring their department issued duty weapon, duty belt, and body armor. However, ammunition will be provided in the following calibers: 9mm, 40S&W, and 45ACP.

 

Prerequisite: Must be certified or sworn law enforcement and have successfully completed the Officer Survival Course.

GPA Conducts Public Safety Diver Course

The Georgia Police Academy recently conducted the Public Safety Diver Course, August 29 through September 2. The Public Safety Diver course, PSD, is offered as a second week of further learning for divers after taking Diving Accident Response Techniques, DART.

Week one, DART, starts in the pool at the Georgia Public Safety Training Center’s main campus. This course is the intermediate phase of the Public Safety Diver Program.

Due to the environments in which Public Safety divers are required to dive, many hazards exist (entanglements, cold water, zero visibility, currents, etc). Dive team members must care for themselves and other members of the team.

DART focuses mostly on SCUBA rescues involving entangled, tired, panicky, unconscious, and missing divers. The first week slowly transitions to lake practicals. The second week, the Public Safety Diver course, is conducted at the Lake Tobesofkee in Macon, GA. During the training exercise, PSD students search for a murder weapon, five shell casings, and a victim in the lake. In the pictures shown, the students are specifically looking for evidence. The victim had already been found and identified.

If you missed out on these opportunities, don’t worry! DART will be offered again on March 20, 2017, and PSD will be offered again on April 3, 2017. 

 

Prerequisites for DART:  (1). The student must have successfully completed the Diving Accident Response Techniques Diver Qualification Test. (2). The student must have medical clearance to participate in a dive class. (3). Open water diver certification by NAUI, PADI, NASDS, SSI, YMCA, or IDEA.

Prerequisites for PSD: (1). The student must be able to perform the following timed and scored exercises: 15 meter swim, 500 yard swim, 15 minute water tread, 800 yard snorkel swim, 100 yard inert tow, object retrieval (see Watermanship Test for passing requirements), and a SCUBA evaluation. (2). Successful completion of DART. (3). CPR and First Aid Certification. (4). Medical Clearance. (5). Open water diver certification by NAUI, PADI, NADS, SSI, YMCA, or IDEA.

Supervision Level II is the second of three required courses for P.O.S.T Supervisory Certification. Topics include supervisory leadership, training and development, performance evaluation, employee counseling, employment law, staffing, discipline, and performance management.

Dress Code: Students are expected to wear department-issue Class A uniforms or business attire to this course. Shorts, jeans, and t-shirts are prohibited.

GPA Conducts Law Enforcement Officer’s Response to Domestic Violence

GPA will be offering a Law Enforcement Officer’s Response to Domestic Violence at the Savannah Regional Academy, October 3 through October 7. The course is designed for law enforcement training in the investigation of family violence incidents in compliance with OCGA 17-4-20. The course will provide the skills and knowledge necessary to enforce O.C.G.A. 19-13-1 in a safe and legal manner. Topics will include criminal law, civil law, liability, officer safety, ethnic and racial considerations, and report writing.

GPA Offers Police Cyclist Course

Police Cyclist will be offered by Georgia Police Academy, December 5 through December 9. Taught by IPMBA certified instructors, this course provides the student with a basic understanding and skill level to handle a police mountain bicycle during law enforcement situations. The student will be provided with the knowledge of how to effectively utilize the police mountain bike in various riding conditions. Topics to be covered during this course are bicycle maintenance, basic fitness and nutrition, bicycle safety, patrol procedures, and police bicycle tactics.

Students are responsible for bringing their duty issued police mountain bicycle (with pedal retention devices, water bottle cage, headlights, rear flashing taillight, rear-mount kick stand), bicycle repair kit, bicycle helmet, cycling gloves, personal body armor, bicycle uniform (shirt, shorts/pants, shoes), rain gear, and duty gear (to include, but not limited to: firearm, magazine, baton, belt keepers, handcuffs).

 

Prerequisite: Must be employed by a local, state or federal law enforcement agency and must be assigned to a police bicycle unit.
